Because windows hide common file extention by default, thus you might not see the .htm extention.. Here's how to do it.
The first method is by using 7zip file manager,
Using 7zip file manager, go to the downloaded file and right-click on it, then choose rename (or press F2). Here you'll see the .htm at the end of the file, delete ".htm" and voila! You should see the change in the icon.
The second method is to make windows show the file extention,
Just follow the screenshot. After that delete the .htm extention.
